Background:
UNDP/PAPP, in cooperation with the Palestinian High Judicial Council,  through the fund of the Government of Netherlands, is seeking to recruit a competent Planning Manger for the Support to the Palestinian Judiciary Project in the occupied Palestinian territory. The objective of this project is to support the Judiciary, more specifically the High Judicial Council (HJC), in developing institutional, sectoral and national capacities by partially staffing the newly established Planning and Project Management Unit within the HJC. This Unit will have the overall responsibility of further developing the primary action plan for the judiciary, setting short-term priorities, developing annual plans as well as sectoral plans, and coordinating among key stakeholders within the Judiciary. The Unit’s work will be crucial in ensuring proper coordination and cooperation between the various departments of the High Judicial Council and supporting coordination with the other institutions in the justice sector hereby contributing to the enhancement of efficiency and ensuring that all stakeholders benefit from the international community’s contribution to the justice sector. The planning manger will act as the main focal point for the project with UNDP /PAPP.   
Description of Responsibilities:
  1. To design High Judicial Council strategies, programmes, activities and develop reports required for the High Judicial Council and other agencies as per the instruction of the Head of Unit.
  2. To prepare the annual plan, budget and strategies, with the support of the Financial and the Administrative Departments of the HJC.
  3. To prepare the strategy of the Planning and Projects Management Unit.
  4. To prepare the workplan of the Planning and Projects Management Unit.
  5. To coordinate with the different departments of the High Judicial Council in order to further develop their departmentsplans and strategies and prepare the needs assessments.
  6. Liaise and coordinate overall planning activities with the Projects Manager and the Head of the Planning Unit.
  7. To coordinate with the different departments of the High Judicial Council in order to further develop their departmentswork-plans.
  8. Attending all meetings related to strategic planning upon the request of the Head of Unit.
 
Reporting responsibilities:
·         Prepare regular progress reports in accordance with the requirements of the Government of the Netherlands and UNDP.
·         Ensure the visibility of the Government of the Netherlands to the maximum extent possible.
·         Ensure that all activities undertaken under this project is in line with UNDP/PAPP rules and regulations and in accordance with the signed memorandum of understanding and the project document.

Qualifications :
  • Minimum BA/BS Degree in Law, Business Administration or relevant field.
  • Minimum 3 years of experience in Planning and Budgeting.
  • Familiarity and experience in the Palestinian justice sector is an asset.
  • Strong interpersonal skills such as good communication and public relation skills and people oriented.
  • Ability to develop and maintain strong working relationships with the various departments.
  • Excellent networking skills and persuasive personality.
  • Excellent written and oral communication skillsin English and Arabic.
