Background:
A core function of UNSCO, through the Resident Coordinator’s Office (RCO), is the overall responsibility for and coordination of operational activities for development of the United Nations system carried out in the oPt, in conformity with the objectives and priorities of the PA and mandates and objectives of United Nations system organizations. 
 
The incumbent will represent the Resident Coordinator’s Office in Gaza, assisting in carrying out these coordination duties.
Description of Responsibilities:
Within limits of delegated authority, the RC Officer will report to the Senior Coordination Officer through the Head of the Gaza Office and be responsible for the following duties:
 
  1. Research, analyze and present information gathered from diverse sources on assigned topics/issues related to the oPt;
  2. Participate in the various coordination mechanisms in Gaza
  3. Liaise closely with the Regional Affairs Unit staff in Gaza to ensure a coordinated approach;
  4. Contribute to the preparation of various written documents, e.g. draft sections of studies, background papers, policy guidelines;
  5. Develop and maintain reference/resource information on specific topics or policy-related issues;
  6. Respond to various inquiries and information requests internally and externally;
  7. Assist in the production of appeals for international assistance;
  8. Assist in the organization of meetings, seminars, conferences, work shops, etc. with other agencies and partners to facilitate exchanges of professional expertise and views on specific humanitarian and development-related subjects/issues;
  9. Monitor, analyze and report on humanitarian and political developments;
  10. Establish and maintain contacts with government officials, other UN agencies, non-governmental organizations, diplomatic missions, media, etc.;
  11. Serve as the primary focal point on specific topics or policy-related issues; and
  12. Perform other duties as required.

Professionalism - Knowledge and understanding of development issues and familiarity with humanitarian, political and related human rights issues; good research, analytical and problem-solving skills, including ability to identify and participate in the resolution of issues/problems; solid English writing skills; familiarity with and experience in the use of various research sources, including electronic sources on the internet, intranet and other databases; ability to apply good judgment in the context of assignments given; ability to work under pressure in a highly stressful environment; commitment to implementing the goal of gender equality by ensuring the equal participation and full involvement of women and men in all aspects of peace operations.

Communications - Good communication (spoken and written) skills, including the ability to draft/edit a variety of written reports and communications and to articulate ideas in a clear, concise style.

Technology Awareness - Fully proficient computer skills and use of relevant software and other applications, e.g. word processing, spreadsheets, internal databases, Internet, etc.

Qualifications :
Education
Advanced University degree (Master's degree or equivalent) in political or social science, international studies, public administration, economics or in a technical (e.g. engineering, earth sciences, etc.) or related fields.
 
Work Experience
At least two years of progressively responsible experience is required, of which experience of working in the field in humanitarian emergency efforts is highly desirable.
 
Languages
Fluency in spoken and written English; knowledge of a second UN language is an advantage. Fluency in Arabic essential.
