| Background: |
Under the guidance and direct supervision of the Project Manager, the Monitoring & MIS Specialist will functioning monitoring system in place and participates in the implementation of the project activities within project portfolios.
The Monitoring & MIS Specialist will lead the monitoring process for all project components with the support of the project staff and works in close collaboration with the Project Manger to develop monitoring tolls and forms and to manage the MIS data base of the project to achieve the best implantation of the project and to achieve all of its Goals and Objectives.
The project that is implemented by UNDP/PAPP is seeking qualified candidates for the Monitoring & MIS Specialist Position. The vacancy post will be part of the UNDP’s Project Management Office (PMO) based in Ramallah and Gaza and under the direct supervision of the project manager.

| Description of Responsibilities: |
- Develops a monitoring system focusing on achievement of the following results:
-
Analysis of project’s needs
-
Designing and developing the project’s monitoring system, forms and reports
-
Train relevant staff at assigned projects in skills needed to use Monitoring System
-
Maintenance and upgrading of the project’s interactive Database, in line with the development of the project on the ground.
- Monitors the interventions in line with the Program goals, focusing on achievement of the following results:
-
Assist the project manager to monitor all activities of projects in collaboration with Project team and ensure that achievements are met in compliance with original plans.
-
Monitor the counterparts use of procedures, forms, tools and check the compliancy with component principles and procedures
-
Conduct field visits, in collaboration with project team, to partner organizations and their beneficiaries.
-
Organize for workshops with counterparts to get feedback on developed tools and forms and amend the system accordingly
-
Facilitation and implementation of the referral mechanism within and between the project’s components
-
Maintenance and upgrading of the project’s interactive Database, in line with the development of the project on the ground.

Connect the database with the Geographical Information System GIS application where is required
- Ensures facilitation of knowledge building and knowledge sharing in the area of monitoring and evaluation, focusing on achievement of the following results:
-
Identification and formulation of lessons learned from monitoring visits and evaluation studies to be integrated into project knowledge management efforts.

Contribution to the implementation of Monitoring Management to the partners NGOs and Governmental Bodies.

Participation in results-oriented monitoring training efforts in the project management unit.

Provides inputs for reporting , focusing on achievement of the following results:
-
Produce maps by using GIS application to be utilized in the reports
-
Produce and drive graphs, charts and field visit reports to utilized in the reports and presentations
-
Any other duties as assigned by the project manager to achieve project goals.

The key results have an impact on the overall effectiveness and success of the project interventions and activities, and achieving the success implementation of the project components to reach all project goals and objectives. |

| Qualifications : |
Education:
Bachelors Degree in Computer Engineering, Computer Sciences, MIS or any related field from a recognized university.
Experience:
Minimum of 3-4 years of Programme experience in a team environment, including strong technical and organizational skills and demonstrating increasing responsibility. Advanced experience and knowledge of web based development, database analysis, and GIS systems. Experience in setting up monitoring systems.
Language Requirements:
Fluent English and Arabic.
