| Background: |
UNDP/PAPP has been designated to assume the role of Principal Recipient (PR) for the Global Fund to Fight HIV and AIDS, Tuberculosis (TB) and Malaria (GFATM) grants in the West Bank and Gaza. In its role as PR, UNDP is responsible for the financial and programmatic management and monitoring of the GFATM grants as well as for the procurement of health and non heath products. In all areas of implementation, it provides capacity development services to sub-recipients and implementing partners.
Under the guidance and direct supervision of the Global Fund Programme Management Advisor, the Global Fund Programme Assistant will contribute to the delivery of the primary aim of the Global Fund programme, namely grant management leading to the mitigation of the impact of AIDS and Tuberculosis in the oPt. S/He will ensure compliance with due processes at all stages of grant management, data collection and storage, monitoring and reporting to the Global Fund Secretariat. The Program Assistant will play a major role in supporting the programme manager with the day-to-day management of the grant as well as in coordination of grant activities and meetings with the different players. |
| Description of Responsibilities: |
- Supporting the Programme Manager in delivering quality grant management throughout the grant implementation process: from liaising with the respective sub recipients (SR), the national counterparts, creation of agreements, coordination of meetings, processing grant disbursements and liaising with LFA to ensure timely submission of reports
- Providing financial assistance in close collaboration with UNDP /PAPP Finance department: creation of work plans and budgets and keeping track of disbursements to be in alignment with the defined budgets
- Working in close collaboration with the Monitoring and evaluation Officer: assisting in gathering information as well as monitoring the activities to be conducted by the SRs and ensure their correspondence to the budget and work plan determined

Contribution to the formation of a civil society network in the oPT for the promotion of HIV prevention and for advocacy tools

Develop communication tools and newsletters to share progress updates, lessons learned, etc. in close collaboration with the UNDP/PAPP Communication departement

Mainstreaming HIV and AIDS work within the different thematic areas of UNDP/PAPP work as well as its strategic goals: governance, poverty reduction, human rights, etc.

Any other task as required by the Global Fund Programme Manager
The incumbent may be required to travel to the implementation sites for the purpose of monitoring the Global Fund supported activities
Impact of Results
The key expected output of incumbent’s services is the timely and qualified delivery of the services to the Global Fund supported activities supported by Global Fund as per the approved targets, budget and implementation plan. This will impact on the overall CO efficiency in programme and success in implementation of programme strategies. Accurate analysis and presentation of information enhances UNDP position as a strong development partner. The information provided facilitates decision making of the management. |

| Qualifications : |
EDUCATION
Diploma or equivalent, business administration, public administration, international relations or any other relevant discipline
EXPERIENCE
-
Two years of experience in a position of a project coordinator. Previous financial and grant management experience is an advantage as well as previous experience with an international organizations

Knowledge of the UNDP administrative and financial management procedures, rules, regulations, and accounting principles as well as Global Fund financial requirements will be an asset

Experience in the usage of computers and office software packages (MS Word, Excel, etc) and advance knowledge of spreadsheet and database packages, experience in handling of web based management systems

Excellent communication and interpersonal skills and ability to work effectively in a team environment
-
Highly organized project coordinator with the ability to plan, monitor and possessing the capacity for urgent, reliable action while focusing on quality work products, and attention to detail
LANGUAGE REQUIREMENTS

Excellent command of the English language with strong writing and communication skills, and full computer literacy.

Working knowledge of Arabic. Additional linguistic skills are a major advantage.
