| Background: |
UNDP/PAPP has been designated to assume the role of Principal Recipient (PR) for the Global Fund to Fight HIV and AIDS, Tuberculosis (TB) and Malaria (GFATM) grants in the West Bank and Gaza. In its role as PR, UNDP is responsible for the financial and programmatic management and monitoring of the GFATM grants, as well as for the procurement of health and non-heath products. In all areas of implementation, it provides capacity development services to sub-recipients (SRs) and implementing partners.
Monitoring and Evaluation (M&E) is a core and critical function in programme management. In this light, the UNDP/PAPP Office, in its capacity as PR, seeks to achieve the following objectives through the M&E of the Global Fund grants:
a. to monitor and evaluate outcomes and impacts;
b. to strengthen systems that inform decision-making, and enhance programme learning and improvements;
c. to promote accountability for resource use; and
d. to document, provide feedback on, and disseminate lessons learned.
Furthermore, UNDP, in its quality of Principal Recipient, is responsible for the procurement & supply of health and non health products, following a well defined.
Procurement and Management Supply Chain Plan (PSM). Because, medical procurement and supply chain management represent an important portion of expected expenditures for the GFATM grants, it was decided that the M&E officer will also be responsible for all procurement activities in close collaboration with the UNDP/PAPP Procurement department.

| Description of Responsibilities: |
- Monitoring and Evaluation
Corporate M&E Responsibilities:
- Keep abreast and develop expertise on new M&E programmatic policies on HIV and AIDS and TB
- Ensure the development of GFATM M&E Plan is undertaken in conjunction with the PR and sub-recipients (SRs) overall M&E requirements and needs
- Liaise and consult with global networks and partnerships on HIV and AIDS and TB specifically in the M&E area
- Provide relevant technical assistance to staff in the PR and SR in HIV and AIDS and TB related M&E
- Assist in the development of a national HIV and AIDS and TB M&E Plan and strategy
- Assist in knowledge building and dissemination of lessons learned to national counterparts and other UN agencies
Programmatic M&E Responsibilities:
- Collect all relevant data and facilitate the implementation of feasibility and baseline studies where appropriate
- Assist in the development of M&E Frameworks and Plans for HIV and TB Programmes (separate for each SR and an overall one for UNDP) for each Grant (separately for TB and HIV and AIDS) – this will also entail the preparation of a M&E validation workshop for all SRs and sub sub-recipient (SSRs)
Develop a field monitoring plan based on agreed upon progress and target indicator sets and undertake ongoing field and desk monitoring of Global Fund
- supported interventions of SRs or/and Sub-sub Recipients (SRRs)
- Review periodic technical reports of SRs, provide appropriate comments and prepare consolidated quarterly and annual programmatic progress updates on Global Fund funded programmes (for submission to the Global Fund through the Local Fund Agent – LFA)
- Through reported deliverables, assist the Global Fund Programme Management Advisor in identifying potential implementation problems and bottlenecks by setting up an early warning mechanism
- Assist in problem solving and development of remedial actions ensuring any disparity between planned and actual outputs are addressed
- When required, provide technical support and training to the SRs and SSRs to strengthen M&E systems for Tuberculosis and HIV and AIDS programmes, including the development of sentinel surveillance systems, the recommended reporting and monitoring formats & guidelines or/and provide any on-site support, and, if required, develop a M&E capacity strengthening strategy plan for implementing partners
- Facilitate the implementation of regular and periodic programme evaluations
In order to co-ordinate the smooth implementation of the Global Fund funded activities and to achieve the objectives of the Programme Grants for HIV and AIDS and TB, the GFATM National M&E and Medical Procurement Officer should work closely with the respective M&E officers/focal points at the SRs and SSRs’ levels.
The incumbent may be required to travel to the implementation sites for the purpose of monitoring the Global Fund supported activities.
A. Procurement and Supply Management
In close collaboration with the UNDP/PAPP Procurement department:
- Undertake and monitor forecasting for health-related and other products.
- Develop and update procurement plans including costing, scheduling and applicable procurement methods for GFATM approval and internal follow up of procurement and contracting activities.
Review specifications and terms of reference to ensure completeness, accuracy
- and compliance with quality standards.
- Ensure compliance with GFATM/UNDP procurement guidelines.
- Ensure that procured health products comply with international and national standards.
- Coordinate timely delivery of goods and services.
- Monitors supplier’s performance with respect to the quality and timely delivery of goods and services.
- Liaises with OLPS on all policy related matters regarding procurement
- Sources new suppliers and initiates new Long Term Agreements in close collaboration with OLPS.
With national counterparts, at Sub-recipient level:
- Monitor and assess Procurement and Supply Chain Management (PSM) capacities of sub recipients;
- Develop an action plan to close identified gaps;
- Develop a training plan/curriculum for the PR’s and sub-recipients' PSM staff and conduct a training on GFATM procurement and supply chain management system;
- Monitor sub-recipients as to the accuracy of inventory and PSM information and safeguards to eliminate fraud; ensure annual audits of sub-recipients; and
Undertake any other tasks as assigned by the Programme Management Advisor for the overall management, supervision, monitoring and evaluation of the implementation of the grant agreements.
Impact of Results
The key expected output of incumbent’s services is the timely and qualified delivery of the services to the Global Fund supported activities supported by Global Fund as per the approved targets, budget and implementation plan. This will impact on the overall CO efficiency in programme and success in implementation of programme strategies. Accurate analysis and presentation of information enhances UNDP position as a strong development partner. The information provided facilitates decision making of the management.

| Qualifications : |
EDUCATION
A Masters Degree in Public Health/Health Sciences, Sociology, Management or any related field; a Masters degree in Pharmacy will be considered as a strong asset
