| Background: |
|
In December 2006, UNDP and the Government of Spain signed an agreement to establish a new fund, the MDG Achievement Fund (MDG-F), to accelerate efforts to reach the Millennium Development Goals, and to support UN reform efforts at the country level. The Fund will operate through the UN development system and finance, typically, collaborative UN activities that leverage the clear value-added of the UN in the sector and country concerned, particularly where the UN’s collective strength is harnessed in order to address multi-dimensional development challenges. The MDG-F will intervene in a number of thematic areas and one of the thematic windows is Gender Equality and Women’s Empowerment.
In the occupied Palestinian territory (oPt), ILO, UNDP, UNESCO, UNFPA, UNIFEM, and UNWRA developed a joint programme which aims to reduce all forms of gender-based violence (GBV), particularly violence against women and girls, by enhancing and increasing their political voice at the local and national levels; increasing their opportunity to obtain decent and productive work, and improving their access to protection and justice. The programme is presented in the context of Security Council Resolution 1325. The joint programme has been approved by the MDG-F and the incumbent will assume the role of managing the overall programme.

| Description of Responsibilities: |
The incumbent will be directly supervised by the Programme Manager and works in close cooperation with the programme managers/coordinators and assumes the following duties:
1. Monitoring and reporting
Develop an overall joint programme M&E framework with baseline gender indicators, targets, means of verification and reporting tools at the activity, output and outcome levels, to be submitted to and approved by the Programme Management Committee
Coordinate the implementation of the overall M & E framework plan for the Joint Programme, including collection and analysis of data
Track results, lessons and risks, analyze these to determine impact, identify bottlenecks, delays and other challenges and advise the MPC on lines of action
Ensure effective programme/ project monitoring focusing on the achievement of the results for reporting these achievements
Ensure that participating UN agencies’ progress reports are in line with the programme M&E framework
Provide updates on the Programme results to be reflected in the Programme portal
Develop joint programme evaluation ToRs, as required
Liaise with the MDG Fund Secretariat to meet their criteria of effective M&E
Facilitate the MDG Fund Secretariat’s mid-term review
Assist the Programme Manager and participating UN agencies’ project managers/coordinators to establish joint work plans
2. Knowledge Sharing and Networking
Distil information on relevant M&E tools for easy understanding and implementation by participating UN agencies’ project managers/coordinators
Facilitate knowledge building and participation of UN agencies’ project managers/coordinators and ministry counterparts in the area of monitoring and evaluation |

| Qualifications : |
Education: Master’s Degree or equivalent in Development, Public Administration, Conflict Studies, Gender or related field.
Experience: Minimum 2 years of increasingly responsible and relevant experience at the national or international level in M&E. Experience in the usage of computers and office software packages (MS Word, Excel, etc)
Languages: Fluency in English and Arabic (both speaking and writing).
