Background:
UNDP/PAPP will support the establishment of a Planning & Project Management Unit within the Public Prosecution by providing the needed external technical assistance through the recruitment of an Executive Officer, a Donor Coordination Officer and an Administrative Assistant. The Head of Unit will be assigned by the Public Prosecution (PP).
 
The Planning and Project Management Unit will be hosted by the PP and will be the liaison between the PP and international donors and other stakeholders. The Unit’s work will be crucial in ensuring proper coordination and cooperation between the various departments of the Public Prosecution, enhancing efficiency and ensuring that all stakeholders benefit from the international community’s contribution to the Justice Sector.
 
In addition to the elaboration of the Strategic Plan, the Unit will contribute to the setting of priorities and annual plans (AP) for the development of the PP, and it will also be expected to contribute to the development and support coordination of sectoral development plans for the Justice Sector as a whole. It is acknowledged that in such a process all relevant stakeholders, including PA institutions in the Justice Sector (High Judicial Council (HJC), Attorney General (AG)/Public Prosecution (PP), Ministry of Justice (MoJ) and Ministry of Interior (MoI)), should be engaged in order for judicial reform to be successful, as support to the comprehensive development of the Justice Sector requires a balanced and inclusive approach.
 
The Donor Relations Officer (DRO) will play a key role in planning and coordinating for the PP. The DRO is accordingly expected to support the finalization and implementation of the AP, to develop a plan and strategy for resource mobilization for the PP and the Judiciary, to liaise and coordinate closely with key stakeholder with emphasis on the donor community including bilateral donors and UN agencies.
Description of Responsibilities:
Under the direct supervision of the Executive Officer, the incumbent’s main duties and responsibilities are below:
 
1.                   Partnerships building:
        Assessment of AG’s opportunities for assistance/aid and identification and mapping of current and potential donors.
        Analysis of key development and sectoral policies currently being discussed and implemented in the country and key donors willing to support these policies
        Synthesis of proposals and inputs to the development and implementation of a donor intelligence strategy, resource mobilization strategy, client relationship management strategy under the supervision of direct supervisor.
        Input and update of outreach/publicity material geared towards partners and donors.
2. Ensure effective support to the Executive Officer in preparation and coordination in developing, implementing and monitoring /reporting strategies and projects:
 
        Facilitate and assist in the implementation of the Strategic Plan
        Monitor and compile all related information of all projects with the Judiciary
        Engage with other departments at the PP with regard to donor relations and support
        Strengthen the Aid Coordination function with donors and represent the PP at the Judicial Sector Working Group
        Initiate coordination with the other main institutions in the Justice Sector (Ministry of Justice and HJC) and relevant civil society organizations
        Write fact sheets, alerts and talking points for the PP
        Attend meeting and events as a representative of PP
        Translate plans, press releases and other relevant documentation from Arabic to English and vice versa
 
3. Ensure facilitation of knowledge building and management:
 
        Identification of sources of information related to coordination. Identification and synthesis of best practices and lessons learned directly linked to the assistance to AGO.

    Good knowledge of justice system and function of AGO
Qualifications :
 
             Education
*       Minimum Bachelor's Degree in Journalism, Public Relations, Law, Communications or a related field.
*       Experience
*       Minimum 4 years of experience in Public Relations and Communications. Familiarity with the Judicial Sector in Palestine is an asset.
*       Languages
*       Excellent communication skills, written and verbal in English & Arabic.
