Background:
In December 1978, the UN General Assembly adopted resolution 33/147, which called on UNDP to provide assistance to the Palestinian people. In response to the UN resolution in support of the economic and social development of the Palestinian people, UNDP launched the Programme of Assistance to the Palestinian People (PAPP).
 
In the past several years, UNDP has increasingly shifted towards a results-oriented monitoring and evaluation system in delivering its development interventions. In this vein, UNDP/PAPP is planning to conduct an outcome evaluation to assess the relevance and effectiveness of its strategy to achieve its two key outcomes in poverty reduction and democratic governance. Henceforth, the recruitment of national consultants for the evaluation mission in April-May 2009.
 
Under the direct supervision of the evaluation mission’s team leader, the national evaluation consultant shall be responsible for providing overall support for the mission in identifying jey issues and recommending corrective measures based on the differing and volatile context in particular the geographical separation between the West Bank and Gaza.
 
The function is critical for the successful completion of the mission and the introduction of procedures and tools necessary for enabling the country programme to improve its overall performance and achievement of stated objectives.
Description of Responsibilities:
The Outcome Evaluation aims to achieve the following goals:
 
1.     Using a conflict and gender sensitive approaches, appraise the validity and relevance of UNDP/PAPP’s development interventions in the areas of poverty reduction and democratic governance against the Mid-Term Strategic Framework, the stated Programme outcomes, special country context, national priorities and the MDGs.
 
2.     Assess the progress made towards the achievement of the outcomes, commenting on the underlying factors beyond UNDP’s control that are influencing their achievement.
 
3.     Assess the relevance and applicability of conflict-sensitive and gender-sensitive approaches in the planning and implementation of PAPP’s interventions so as to mitigate the effects of the conflict, enhance peacebuilding and minimize unintended consequences and risks.
 
4.     Evaluate the quality and efficiency of UNDP/PAPP’s infrastructural programmes and projects and assess their relevance to poverty reduction and human development in a crisis context.
 
5.     Evaluate the relevance of the governance portfolio in increasing responsiveness, deepening accountability and transparency and improving institutional performance vis-à-vis PAPP's interventions in strengthening the capacity to promote the rule of law and justice systems in a complex and ongoing crisis setting.    
 
6.     Identify weaknesses in the planning and implementation strategy, generate lessons and recommendations, and propose a sound methodology for the achievement of country outcomes and implementation of development interventions in a crisis context marked by deteriorating social development and gender indicators.
 
7.     Evaluate the relevance and applicability of an enhanced partnership strategy to promote strategic cooperation and synchronize and improve progress towards country outcomes, national priorities and the MDGs.

Deliverable 1:
  • Identify key documents relevant to the Outcome Evaluation of the Mid Term Strategic Plan (MTSP): These should include any progress reports, government documents, donors and strategic partners’ documents;
  • Prepare for the desk review with team leader: In advance of team leader’s arrival, translate any documents if necessary, and summarize key findings, challenges to lessons learned related to the achievement of two strategic country outcomes in the UNDP/PAPP Mid Term Strategic Framework: a) improvements to essential infrastructure for economic and social development, and b) strengthened government institutions;
Deliverable 2:
  • Identify selected key stakeholders and strategic partners to participate in one-on-one interviews and focus groups: Assisted by UNDP M&E focal point, schedule one-on-one interviews and focus group discussions; Two key stakeholders should include the two new women judges, Khuloud Faqih and Asmahan Wuheidi; Each focus group discussion should consist of 8 to 10 key stakeholders;
Deliverable 3:
  • Work with Team Leader in implementation of the evaluation as outlined in the May 1 to May 24, 2009 work plan;
  • Other activities related to the mission as identified in on-line discussions
 
 
Two national consultants in Gaza:
 
In collaboration with UNDP/PAPP M&E focal point
 
Deliverable 1:
  • Identify key documents relevant to the Outcome Evaluation of the Mid Term Strategic Plan (MTSP) developed prior to the war in late 2008: these should include any progress reports, government documents, donors and strategic partners’ documents
  • Identify current reports, plans re-assessing the situation in Gaza, including early recovery and response strategies; damage to critical infrastructure, recovery of basic services; reports outlining reconstruction and development priorities
  • Prepare for the desk review with team leader: In advance of team leader’s arrival, translate any documents if necessary, and summarize key findings, challenges to lessons learned related to the achievement of two strategic country outcomes in the UNDP/PAPP Mid Term Strategic Framework: a) improvements to essential infrastructure for economic and social development, and b) strengthened government institutions
Deliverable 2:

Qualifications :
Education:
·         Bachelor Degree or equivalent in Monitoring and Evaluation of Development projects, or Development Studies, International Relations, Economics or related social sciences. Masters degree a strong asset.
Experience:
·         At least 5 years of experience in project and programme evaluation and appraisal in oPt with a focus on the areas of infrastructure for socio-economic development and governance,
·         Good knowledge and understanding of monitoring and evaluation concepts; conflict-sensitive and gender-sensitive development approaches and evaluation methodologies;
·         Knowledge of UNDP corporate frameworks preferable.
·         Excellent knowledge of oPt’s situation, development context and culture.
·         Excellent interpersonal skills essential.
Good knowledge of MS Office (i.e. Word, Outlook, Excel, Power Point, etc.)
Language Requirements:
Fluency in both Arabic and English essential.
