Background:
Within the framework of UNODCs Regional Programme for the Middle East and North Africa, UNODC has established a technical cooperation programme with the Palestinian Authority. This includes currently cooperation on a) drug control and related crime for the prevention of drug abuse, drug trafficking and related criminal activities, b) prevention and care of HIV among injecting drug users and in prison settings, and c) strengthening the management, operation and oversight of civil prisons administered by the Palestinian Authority. It is expected that UNODC will continue expanding its programme with the Palestinian Authority.
Description of Responsibilities:
A National Coordination Officer will be recruited to facilitate UNODC programming and smooth implementation of ongoing and planned technical cooperation projects with the Palestinian Authority.
The incumbent will be under the overall guidance of the UNODC Regional Representative, the direct supervision of the Head of the Programme Coordination and Analysis Unit and shall be reporting to the relevant project coordinators on activities related to specific projects. The Officer will undertake the following tasks:
 
1.    Support the implementation and the related coordination and liaison of the UNODC projects in full compliance with the overall substantive and operational guidance provided by UNODC, including:
·        In conjunction with the relevant Project Coordinators plan, manage, coordinate and implement the project strategies and activities as outlined in the project documents;
·        Help ensure that operations, finance management, procurements, logistics, liaison and communication activities assigned to the project are conducted according to UNODC standards and procedures;
·        Design work plans for the timely achievement of the project objectives;
·        Aid the preparation and dissemination of workplans, terms of reference, project documents and all project-related documentation;
·        Plan, coordinate and solve operational issues, prepare budget revisions and prepares reports on project implementation;
·        Liaise and work closely with EUPOL COPPS and relevant project partners ensure punctual consistency of activities with the project overall execution;
·        Ensure effective financial management, monitoring and reporting of the project budget;
·        Help orientate the efforts and contributions of consultants, project personnel, donors, institutions and the Palestinian Authority towards the achievement of project objectives;
·        Expedite and endorse submission according to UN procedures and the project documents of all required operational documents for project implementation, ensure timely project reviews, revisions, monitoring and completion of related reporting obligations, etc.; 
·        Identify needs and determine necessary actions to be taken and provide feedback on impact;
·        Support the work of the national/international consultants/experts;
·        Organize and support the implementation of training courses, seminars, working groups, workshops and study tours.
 
2.    Promote the elaboration, initiation and implementation of the technical assistance projects following the general strategy of UNODC, including
 
·         Identify and maintain contacts with donor countries, funding and co-operating agencies, including UN relevant agencies present in the region, as well as intergovernmental and non-governmental organizations;
·         Support in the mobilization of additional resources for the projects activities;
·         Aid the development of further technical assistance projects on drug control and crime prevention, pursuant to the Government’s request;
·         Assist in the design of a programme for the possible expansion of UNODC technical assistance activities to the Palestinian Authority;
 
3. Carry out other tasks as assigned.

Qualifications :
EDUCATION·
         Advanced University degree in law, criminology, political science or relevant social or political areas; 
EXPERIENCE:
·         At least two years of professional work experience at the international or regional level; relevant experience in project management and/or administration including programme design and/or implementation;
  • Good knowledge of and demonstrated ability to provide effective advice on concepts and approaches relevant to technical cooperation assistance and project management;
 
  • Planning and Organizing - Ability to establish priorities and to plan, coordinate and monitor work plans, prioritize competing demands and work to tight deadlines;
 
·         Very good analytical and problem-solving skills;
 
·         Excellent drafting and communication skills with proven ability to write in a clear and concise manner and to communicate effectively, including ability to prepare reports and conduct presentations;
 
  • Teamwork - Proven interpersonal skills and the ability to establish and maintain effective working relations with people in a multi-cultural, multi-ethnic environment with sensitivity and respect for diversity;  
·         Work experience in the United Nations system and knowledge of the work and mandate of the United Nations Office on Drugs and Crime;
·         A broad understanding of the situation in the region related to the crime prevention and criminal justice matters is highly desirable;
·         Political and cultural sensitivity and readiness to work in an environment of insecurity.
  • Computer skills and use of relevant software packages (Word, Excel).

LANGUAGES:

 

Fluency in English and Arabic, with excellent drafting skills, is essential; knowledge of other official United Nations languages is an advantage.
