| Background: |
|
In December 2006, UNDP and the Government of Spain signed an agreement to establish a new fund, the MDGs Achievement Fund (MDG-F), to accelerate efforts to reach the Millennium Development Goals, and to support UN reform efforts at the country level. The Fund will operate through the UN development system and finance, typically, collaborative UN activities that leverage the clear value-added of the UN in the sector and country concerned, particularly where the UN’s collective strength is harnessed in order to address multi-dimensional development challenges. The MDG-F will intervene in a number of thematic areas and one of the thematic windows is Gender Equality and Women’s Empowerment.
In the occupied Palestinian territory (oPt), ILO, UNDP, UNESCO, UNFPA, UNIFEM, and UNWRA developed a joint programme which aims to reduce all forms of gender-based violence (GBV), particularly violence against women and girls, by enhancing and increasing their political voice at the local and national levels; increasing their opportunity to obtain decent and productive work, and improving their access to protection and justice. The programme was conceived with reference to Security Council Resolution 1325 (2000) on Women, Peace and Security. The joint programme has been approved by the MDG-F and the incumbent will assume the role of managing the overall programme.

| Description of Responsibilities: |
Under the guidance of a Programme Management Committee and a UNDP Programme Analyst, the Programme Manager is responsible for management of the MDG-F programme within the thematic/sectoral areas assigned. The Programme Manager supervises and leads programme support staff and coordinates activities of the projects’ staff. The Programme Manager works in close collaboration with the operations team, programme staff in other UN Agencies, UNDP HQs staff and Government officials, technical advisors and experts, multi-lateral and bi-lateral donors and civil society ensuring successful programme implementation. The incumbent will perform the following duties:
1. Coordination and reporting
Establish and manage the Programme Secretariat in accordance with work plan budget tolerance levels
Guide and supervise the work of Programme Secretariat and its staff, and conduct staff performance reviews in accordance with the relevant rules, regulations and procedures, and perform the area coordinator function to provide leadership and direction to staff
Establish effective means for strengthening technical co-ordination with counterparts in relevant PA ministries
Coordinate and work closely with the Joint Programme participating agencies’ project managers/project coordinators, to ensure coherence of effort, accountability, timely, and where relevant, joint implementation of Programme implementation and disbursement of funds
Lead the annual work planning exercises with all participating UN agencies, design the joint workplan, ensure alignment with PA workplans and guarantee programme committees’ endorsement
Advise on sequencing of activities, partnership strategies and integration of risk management and contingency planning in work plans
Follow-up closely on programme implementation in order to quickly identify delays and bottlenecks and propose means for solving these
Supervise the development of a monitoring, evaluation and reporting framework plan for the Joint Programme, which will be developed by a M&E officer; endorse the plan; and submit it to the Programme Management Committee
Ensure the implementation of the M & E and reporting plan
Organize a monthly briefing meeting for participating UN agencies at which to discuss progress, risks and opportunities
Prepare written status reports, according to a template, for submission to the PMC for approval and distribution
Organize and lead a quarterly Programme Management Committee meeting and oversee preparation of meeting minutes
Coordinate joint reviews of the Joint Programme and advise on timely readjustments of strategies and corrective actions as necessary
Actively promote synergies between the Joint Programme and other relevant programmes, projects and activities, including other MDG-F programmes in the oPt
2. Communications and External Relations
Facilitate donor missions
Oversee the development of media messaging in coordination with the PMC
Facilitate a flow of information between all stakeholders
3. Knowledge Sharing and Networking
Facilitate institutional and technical learning
On a yearly basis, reflect on lessons learned on UN Joint Programmes to inform other such programmes in the oPt
Provide inputs and/or advisory support to similar thematic initiatives at the global and regional levels |

| Qualifications : |
|
Education: Master’s Degree or equivalent in Gender, Development, Public Administration, Conflict Studies, or related field
Experience: Minimum 2 years of relevant senior level experience at the national or international level in programme/project management. Significant management experience with progressively responsible leadership roles and growing numbers of supervisees. Experience in the usage of computers and office software packages (MS Word, Excel, etc).
Languages: Fluency in English and Arabic (both speaking and writing)
