Background:
 
The Human Resource Management Expert is provided with substantive directives and guidance from the Chief Technical Advisor ( CTA) and the Advisory Board. The Human Resource Management Expert  works under the overall supervision of the Deputy Special Representative of UNDP/PAPP and direct supervision of the CTA and is responsible to assumeresponsibility for the successful execution and implementation of the capacity assessment and capacity development components of the program towards achieving the outcomes indicated in the Programme Document.
 
The programme intends to reach the three following outcomes:
a.       Enhance the capability of the targeted government institutions to facilitate and coordinate capacity development at the organizational national level;
b.      Strengthen the capacity of the targeted government institutions, with special focus of the General Personal Council, in the formulation and implementation of transparent and effective human resource management and human resource development policy and system; and
c.       Enable targeted government institutions to formulate and implement institutional reform and capacity development to better carry out their functions.
Description of Responsibilities:
 
1. Prepare work plans and facilitate the implementation of the activities of the program:
a.       Prepare annual work plan with targets and indicators;
b.      Prepare work plans on quarterly basis and revise them as needed;
c.       Monitor the progress made towards the targets set and ensure the timely implementation of activities and production of outputs related to HRM and HRD and according to set work plan;
d.      Prepare quarterly progress reports;
e.       Work closely (on a daily basis) with the targeted government institutions’ management to ensure ownership and national leadership of the process and meaningful involvement of them in the implementation of activities and production of outputs; 
f.       Ensure that the CTA and UNDP/PAPP are informed on all issues of importance for the implementation of the program, including problems faced;
g.       Prepare the TOR for the programme international and local consultants, and assist in their recruitment;
h.      Provide technical backstopping to the programme consultants and coordinate and facilitate their operations;
i.        Provide assistance to the administrative staff from the targeted government institutions and supervise the recruited consultants; and
j.     Facilitate the organization of workshops and consultation meetings, and ensure they are led and steered effectively by the targeted government institutions.
 
2. Support targeted government institutions in improving HRM and HRD policy and system
a.       Support mandated government institution in the formulation of a human resource management (HRM) and human resource development (HRD) strategy and policy for the civil servants;
b.      Ensure implementation of HR strategies and policies that are approved by GPC management;
c.       Follow-up on implementation of the findings of the capacity assessment that will be carried out on the targeted government institutions;
d.      Follow-up with the targeted government institutions on the improvement of systems and procedures which are related to personnel recruitment and promotion process and performance appraisal system;
e.       Advice senior management as well as HR directors of the targeted government institutions on HR best practices and their implementation;
f.       Develop the capacity of the targeted government institutions in human resource management and systems;
g.       Advice targeted government institution, and follow-up, on implementation of recommendations of the various assessments that will made on them; and
h.    Actively participate in workshops and meetings of the program through providing technical inputs.
3. Support targeted government institutions in improving HRM and HRD policy and system:
 
a.       Arrange participation of staff from targeted government institutions in regional and international seminars on CD and HRM;
b.      Coordinate and arrange the study tours, for staff from targeted government institutions, in countries of the region that have best practices in HRM and HRD;
c.       Ensure facilitation of knowledge building and knowledge sharing in the targeted  government institutions
d.      Empower the civil servants working on the program, through on-job training and delegation of responsibilities, to ensure national ownership of the program;
e.    Follow-up with the staff in the targeted government institutions on the implementation of the work plans they will be preparing in the various workshops.
4.    Support the resource mobilization and partnership development for the programme 
  1. Liaise with government institutions on various aspects of the Program, and cooperate with other institutions and donors on issues related to program implementation particularly on public administration reform efforts and resource mobilization;
  2. Liaise and co-ordinate, within the framework of Program activities, with relevant government(s), donors, other UN Agencies, NGOs as well as with development agencies operating complementary activities and provide feedback to the UNDP and programme partners; and
  3. Ensure regular communication and coordination with program donors and partners and develop and maintain effective mechanisms for integrating and responding to their feedback
The results of the work of the Human Resource Management Expert will greatly impact UNDP/PAPPs programme by enhancing the capacity of the targeted government institutions, especially the General Personnel Council. An improved HRM and HRD policy and system will be designed and implemented.

Qualifications :
Education:  Advanced university degree in public administration, management, processes re-engineering or in a related discipline;
 
Knowledge and Experience:
·   At least 7 years of practical experience in  human resource management (HRM) and human resource development (HRD);
·   Extensive knowledge of the good governance;
·   Knowledge and experience of HRM & HRD in the public sector is an asset;
·   Ability to interact and establish/ maintain good and effective working relation with all parties;
·   Experience in the usage of computers and office software packages;
·   Well organized, methodical, ability to set priorities and pay attention to detail;
·   Demonstrated excellent interpersonal skills and collaborative managerial style;
·   Knowledge and experience in working with UNDP on a similar position is an advantage;
·   Experience working in the occupied Palestinian territory and other post-conflict countries is desirable,
