Assignment Objective and Scope of Work
The objectives of the assignment are to:
- Develop concrete guidelines to be followed and enforced by the Palestinian health system and officials, under the supervision of the Palestinian Ministry of Health (MoH) and the NCAIC.
- Develop the capacity of national health care professionals involved with case management and pandemic control and prevention.
Scope of work:
The assignment will be implemented by a consultant with specialization in the field of communicable diseases, public health, epidemiology and/or a relevant discipline.
The responsibilities of the consultant will consist of the following tasks:
Part A: Formulation of case management guidelines and a training manual for Palestine:
a) Review the international guidelines established by WHO, OIE (International Office for Epizootics), and CDC (Center for Disease control) related to effective measures in the case management of AI and/or Influenza Pandemic.
b) Review and study case management standards and guidelines developed by other countries.
c) Review all ongoing and planned case management efforts implemented in the West Bank and Gaza Strip.
d) Ensure that the case management manual includes and verifies all steps relevant to case management including but not limited to:
I. Identification of the bio-safety standards for the health sector personnel to prevent occupational hazards.
II. Identification of the types of exposure that may put a person at risk for infection with AI and/or Influenza Pandemic.
III. Identification of proper diagnostic procedures and guidelines starting from sampling, sample preservation and transportation as well as sample testing and confirmation of results.
IV. Site-care: Identification of proper hospitalization techniques and guidelines showing infection control considerations in isolation facilities.
V. Identification of treatment modalities for clinical management of humans infected with H5N1 virus and the use of antiviral agents, other pharmacological interventions and supportive therapy for critically ill patients.
VI. Identification of the use of Influenza Vaccination policies and recommendations.
VII. Identification of procedures and precautions to prevent and control hospital –infection.
VIII. Identification of the protective measures to protect all people who have a role in taking care of positive cases from being infected (lab technicians, ambulance drivers, physicians, nurses, and other relevant groups)
IX. Identification of the guidelines for households and close contacts in case of house isolation and quarantine, with appropriate instructions for household members on personal hygiene and infection control measures.
e) Identify the main target groups relevant to and involved in case management, and the preparation of clinical case management forms.
f) Compile all the above outputs in one integrated document that is relevant and implementable within the Palestinian context.
Part B: Training of trainers for a carefully selected group of health sector personnel on case management.
1. Verify the selection criteria and selection process for identifying a group of medical and health workers and technicians to be trained as trainers to the wider population of medical health workers in the occupied Palestinian territory.
2. Conduct training of trainers for the selected group of healthcare personnel on case management, covering the topics detailed in the above scope of work for establishing the training manual and guidelines. The training will be based on the WHO Module Five: dealing with AI case management
Deliverables
According to the above scope of work, the consultant is expected to deliver the following items:
§ Case management guidelines and a training manual – specifically for Palestine and based on the globally accepted WHO guidelines for AI human case management.
§ Training materials, tools, and references for training of trainers.
§ Training of a minimum of 80 trainers in the field of case management.
§ Detailed evaluation report of the training and its impact.
§ A detailed work plan indicating the time frame of required activities and deliverables during the contract period.
IV. General principles
To fulfill the above listed objectives of the assignment, an individual consultant will be contracted.
The activities to be performed under this assignment are part of the Avian Influenza Prevention and Control Project (AIPCP) Health component financed by the World Bank and implemented by UNDP/PAPP.
The consultant will be accountable to the Project Implementation Unit (PIU) manager. All deliverables must be approved by the NCAIC and the project manager.
UNDP will carry out the translation of training documents and case management guidelines.
UNDP will furnish all newly trained staff with a trainer package including all relevant materials and toolkits.
UNDP will cover all logistic costs associated with the training. This will include travel costs, hotel accommodations, workshop logistics, printing and translation of materials, and training stationery.
V. Duration and Schedule
Part A: Formulation of Case Management guidelines and training manual:
The starting date of the assignment will be according to availability.
Part B: Training of trainers for a carefully selected group of health sector personnel on case management.
Theduration of the assignment is two months.
The starting date will be according to availability – preferably February, March and April 2009.
The consultant will provide a detailed schedule of activities (work Plan).
Duration of Contract:
The consultant is required to complete the work and be available of this consultancy for a period of three months. It is anticipated the number of days needed to complete the required tasks will be a maximum of sixty days during the consultancy period.
The consultant should be available to commence work as soon as possible.
