Background:
UNDP/PAPP has been designated to assume the role of Principal Recipient (PR) for the Global Fund to Fight HIV and AIDS, Tuberculosis (TB) and Malaria (GFATM) grants in the West Bank and Gaza. In its role as PR, UNDP is responsible for the financial and programmatic management and monitoring of the GFATM grants, as well as for the procurement of health and non-heath products. In all areas of implementation, it provides capacity development services to sub-recipients (SRs) and implementing partners.
 
Under the guidance and direct supervision of the Global Fund Programme Management Advisor, the West Bank Global Fund Programme Associate will be responsible for the daily coordination and monitoring of the implementation of the Global Fund supported activities in the West Bank. Besides the coordination and monitoring functions, the Programme Associate will provide technical support to all implementing partners in the West Bank.
 
West Bank Global Fund Programme Associate will be based in the UNDP office in Ramallah and will be part of the Global Fund Management unit based in Jerusalem.
Description of Responsibilities:
Summary of Key Functions:
 
Coordination
o        Together with the Sub Recipients and Ministry of Health (MoH), coordinate and ensure timely execution of the Global Fund supported programmes in the West Bank
 
Technical Assistance
o        Provide technical assistance, when required, to the sub-recipients and implementing partners including the Ministry of Health and the National AIDS Commission
o        Review the planned actions of the individual Sub Recipients involved in the implementation of the grants to ensure delivery and compliance with national strategies
o        When required, substantially contribute to the development/strengthening of national strategic and technical plans.
o        Assess the technical assistance needs in the West Bank to ensure timely delivery of programme targets
Monitoring and Evaluation (programmatic) – in close collaboration with the Global Fund monitoring and evaluation Programme Officer,
o        Finalize and implement a monitoring and evaluation action plan for the West Bank
o        Follow up on performance indicators/ success criteria, targets and milestones
 
Financial monitoring – in close collaboration with the Global Fund Finance and Administration Officer,
o        Follow-up on the West Bank-related financial expenditures, disbursements, budgets and work plans and ensure compliance with agreed budgets and targets
o        Advise the Global Fund Management Advisor on future disbursements to Sub-Recipients or of any issue which will imply financial reprogramming or adjustments
 
Procurement and management supply – in close collaboration with the UNDP Procurement Unit
o        Follow the procurement of ARV, test-kits and other supplies in accordance with the UNDP rules and procedures
o        In collaboration with the Finance and Administration officer, ensure timely payments, including to consultants
Reporting
o        Prepare quarterly financial and programmatic reports in close collaboration with the Finance and Administration Officer and the Monitoring and Evaluation Officer
o        When required, prepare updates or briefings with regard to implementation of the Global Fund grant in the West Bank
 
Partnership building
o        Facilitate partnerships with a wide variety of governmental, non-governmental, multilateral and private sector organizations to strengthen programme achievements
o        Contribute to the resource mobilization strategy by analyzing information on potential donors, identify opportunities for cost sharing, and support grant proposal formulation, submission, approval and implementation
o        When required support the work of technical committees in the West Bank
o        Provide advice on Global Fund procedures to these committees, in close collaboration with the Global Fund Programme Management Adviser
 
Knowledge sharing
o        Provide regular synthesis of lessons learnt and best practices with regard to the implementation of the Global Fund grant in the West Bank
 
Other tasks as required by the Global Fund Programme Management Adviser

Impact of Results
The key expected output of incumbent’s services is the timely and qualified delivery of the services to the Global Fund supported activities supported by Global Fund as per the approved targets, budget and implementation plan. This will impact on the overall CO efficiency in programme and success in implementation of programme strategies. Accurate analysis and presentation of information enhances UNDP position as a strong development partner. The information provided facilitates decision making of the management.
Qualifications :
Education:
A Bachelors Degree in Public Health/Health Sciences, Sociology, Management or any related field; a Masters degree will be considered as a strong asset.
Experience:
o        Minimum 5 years of progressively responsible administrative or programme experience.
 
o        Previous experience with an international organizations, especially donor organizations, is asset
 
o        Experience in the usage of computers and office software packages (MS Word, Excel, etc) and advance knowledge of spreadsheet and database packages, experience in handling of web based management systems
 
o        Experience in community development activities is an asset.
o        Familiarity with UN and governmental activities and procedures (including UNDP ATLAS).
o        Ability to work with minimum supervision and under pressure in a decentralized environment
o        Excellent communication and interpersonal skills.
0    Ability to work in a team environment with management skills.
Language Requirements:
o        Excellent command of the English language with strong writing and communication skills, and full computer literacy.
o        Working knowledge of Arabic.
