Background:
The main aim of the FAO country program is to contribute to the wellbeing of Palestinians – making the agrifood system more inclusive, sustainable and resilient by focusing on several key challenges including:
• environmentally unsustainable practices within the agrifood value chains primarily, though not exclusively, at agricultural production level;
• Low competitiveness of farms and firms within the agrifood value chains;
• Socio-economic exclusion, especially of youth, women, small-scale producers, and highly vulnerable groups such as Bedouins;
• Unsatisfactory quality, safety, nutritional value and sustainability of food consumption.
FAO’s work in West Bank and Gaza Strip is guided by its 2018-2022 Country Programme Framework (CPF). The CPF interventions were identified to be consistent with three principles:1) adopting a resilience approach to bridge humanitarian and development interventions, adjusting their balance in response to the evolving context of protracted crises, 2) synergically complementing the development of private and public actors, recognizing the centrality of market-led development as well as its dependence on the enabling environment put in place by the public sector, 3) reinforcing the ongoing wellbeing-enhancing transformative dynamics – such as the increasing market integration of small scale family farming – while discouraging and managing the impacts of negative dynamics – such as the fragmentation of farming structures and the disarticulation of agriculture-based livelihood leading to food insecurity. The CPF 2018-2022 four priority areas are as follows:
Priority 1: Sustainably managed natural resources in the agrifood value chains;
Priority 2: Increased competitiveness of the agrifood value chains;
Priority 3: Enhanced protection and inclusion of highly vulnerable groups in the agrifood value chains;
Priority 4: Improved safety, quality, nutritional value and sustainability of the food consumption.
The position is located in FAO’s Coordination Office for the West Bank and Gaza Strip (WBGS) Programme, based in Jerusalem. Under the overall supervision of the FAO West Bank and Gaza Strip (WBGS) Head of Office and the direct supervision of the Economist.
Description of Responsibilities:
• Support the implementation of the Monitoring work plan of the FAO Global Network Against Food Crises Project in the WBGS including:
o Adapt the standard monitoring tools to be used for the monitoring of the specific activities of the project and follow up its implementation;
o Lead the implementation of the baseline and end line survey of the project;
o Contribute to the impact analysis and the related reporting.
o Perform the process monitoring of activities according the SoPs in place.
o Contribute to the identifying learning subjects in the contexts of implementation of the monitoring activities above including collecting further information required for their dissemination.
• Contribute to the implementation of the learning components of the Global Network Against Food Crises Project in the WBGS including:
o Identifying success stories, lessons learning and best practices observed in the course of the M&E work and collect/collate relevant information and data for their documentation and dissemination of those;
o Participation in project inception meetings with targeted communities/beneficiaries as well as conducting regular visits to the projects implementation sites with the aim of increase FAO learning on the relevance of their ongoing activities and identify potential areas of intervention;

IV. Impact of Results
• Active engagement in implementing MEL activities in relation to the 016/EC project and overall FAO projects portfolio;
• Provision of quantitative, qualitative data/information/observations with the aim of supporting the learning including showcase with evidences and through analysis.

Qualifications :
University degree in economics, agriculture economics, development studies, rural development, social sciences or other disciplines related to the job requirements;
At least two years of relevant working experience preferable. Previous experience in data quality, analysis, and management is an asset.
Arabic mother tongue and very good knowledge of English language.
Strong knowledge of Microsoft Excel, working knowledge of SPSS or other equivalent analysis software from open data sources. Ability to participate and work in a team under tight deadlines.
Ability to take initiative and accomplish tasks with minimum supervision and within tight deadlines.
