Background:
FAO’s Coordination Office for the West Bank and Gaza Strip (WBGS) Programme assists the Palestinian Government to formulate and implement policies, programmes and projects to achieve food security and to reduce hunger and malnutrition, to help develop the agricultural, fisheries and forestry sectors, and to use their environmental and natural resources in a sustainable manner.
The incumbent will coordinate and lead the day to day implementation of the activities and actions planned under the Detailed Preparation Phase (DPP) of a project entitled “Low Carbon Olive Value Chain” to be funded by of the Nationally Appropriate Mitigation Actions (NAMA) fund.  The 18-months DPP aims to formulate the full-fledged proposal for 4-5-year NAMA Support Project (NSP). Once developed, the NAMA NSP proposal will be submitted for the final approval of the NAMA Board. The NAMA NSP aims at transformation of the olive sector towards low-carbon development. It will promote sustainable production and post-harvest technologies and practices such as zero and reduced tillage, intercropping of legumes and terracing.
Description of Responsibilities:
Under overall supervision of the Head of Office, the direct supervision of the FAO WBGS Head of Programme, and in close collaboration with national and international experts and technical officers from the Ministry of Agriculture, Environment Quality Authority and other related actors and stakeholders, the Project Coordinator will ensure the timely and quality implementation of the DPP performing the following specific tasks:
• Ensure efficient and quality DPP implementation according to the workplan and in line with the DPP concept note and its workplan and following the NAMA guidelines and templates.
• Establish close collaboration and working arrangements with national/international staff, experts and support personnel and provide day to day follow up as needed;
• Conduct a barrier and stakeholder analyses and coordinate  and consolidate  the development of the theory of change, logframe and M&E for the NSP with support from FAO experts;
• Identify, help selecting and supervise (under the guidance of the Head of Programme and with the support of FAO experts) the work of the local partners involved in project implementation;
• Liaise, under the supervision of the Head of Programme, with the Ministry of Agriculture, NGOs, financial partners and other governmental and non-governmental actors to ensure that project interventions are coordinated and synergized with national priorities, FAO rules and NAMA guidelines.
• Collect, consolidate and draft the DPP interim report, the NSP proposal and it annexes and other information materials following the NAMA guidelines, requirements and templates as well as FAO applicable rules and regulations and SOPs;

Qualifications :
  • University degree relevant to the required tasks (i.e. developmental studies, environmental studies, economics, international relations,  agriculture or related fields);
  • At least 4 years of relevant experience in the development and/or implementation of development projects, preferably in the sectors of agriculture, environment and finance related services.
  • Working knowledge in spoken and written English and Arabic.
  • Proven experience in dealing and liaising with national authorities, UN, donors and nongovernmental national and international organizations.
  • Excellent reporting and communication skills.
  • Professional skills in standard computer applications.
